Using the system

So.... I have a question a friend of mine is getting cash assistance, filed for unemployment even she still has a job and she has MA on her paperwork she put she was legally separated from her husband. And on her unemployment she's been saying no to not working when in fact our boss has been asking her to come in. Is she committing fraud? My bosses were trying to get this through her head that she is using the system and its WRONG!!! They've been trying to help her understand this and she wont/ doesn't want to so instead of going into work to talk to my bosses she up and quits. What do u think?
