I Have a Question

So the news is, China is now being sued for $2 Trillion. Quick question guys; Why didn't the embassies in China send out an alert or warnings about what was going on? Isn't that part of their jobs? This whole time we were busy focusing on trade wars while something sinister was on-going. If I remember correctly, embassies send out diplomatic cables. What happened this time?
