I just added you. There is a button with a drawing of a head and a + sign.

Circles are not available yet, but they are planned. You can see the development progress by the orange and green bars on the homepage under "We're working on this!" :)

Go the the person's profile. Check on the right of their username and you'll see an icon with a silouhette of a man on it with a '+' sign. Add them by clicking that :)

well to be honest I think you take for example, Betty from over there and add Anne from behind the desk and you get Betty+Anne= BettyAnne

it doesn't do anything at this point (like allowing you to view their albums)

You can't atm, they're still working on that feature

just click on the add button
