Judgement carries such a negative connotation these days when, in fact, it's an objective word.
I tend to judge a person on their character. Would I want them on the side of a mountain with me after a plane crash? Would I trust them in my house? How do they react toward others in need or pain?
Judgment these days carries the specter of punishment. It can also be very positive. You can judge someone safe to watch your child, kind enough to work with others, gifted enough to compete at the highest levels.
