If someone has all your bank details and setted it up to do bank transfers and can put money into your bank account could they also if you had money in transfer your money to there account without your permission just a question.

No. The bank would and should do a security check. You need to give permission for a company or individual to be able to debit your account. Paying into an account is different the responsibility to check is on the person paying in
