I find that people tend to purposely wait until it's too late to act either way. Especially when it's bad news. It might be unintentional, yet both bad and good rarely happen at the same time.
Just the ability to act might very well change the current situation as well as the other situation.

@DeWayfarer I didn’t specify that action was necessary because for me, it wasn’t relevant. It was simply "in what order would you like to receive the information". For you it doesn’t matter, if there’s no action required—which is fair enough.

It's a matter of perspectives.
The indifference is one perspective, that applies to things that don't matter.
The actions is the other perspective. And that applies to good AND bad. That's not indifference, if It applies to actions, which is the opposite of indifference.
It's a perspective that none has looked at, because good and bad are a matter of perspective.
What could be good for one person could quite possibly bad for another. Or could even be a matter of indifference or actions, either good or bad.
It's a matter of perspectives.

@JamesBugman I'm afraid your example doesn't make a lot of sense. Has anyone ever been told they're being fired, but also getting a pay raise? You either get fired or you get a pay raise. I've never heard of both things happening at the same time.
