@helenS You might like the idea (from Spinoza) that all is necessary. That means that the Laws of Nature cannot be otherwise.
To put it in a philosophy of mind context, that C-fibers firing just is pain, is not a matter of choice for God, as Saul Kripke famously alleged in The Nature of Necessity.
