Now what kind of parent lets their kids roam freely with no damn coats on in the winter time?

These kids on my street just run around being loud, getting into sh*t and they never have coats on. It's winter what are your parents doing? Oh wait I know she was yelling at her man a few days ago threatening to put him out and all this other crap for the entire block to hear.
