Trust in the government is must. As many universes want to become self reliant, I think it is the other universes' instinct to not give any credit to a universe for their overall development. But universe will go North and south to aquire everything it wants. Only problem is comparatively less population which could be resolved by making universe resource rich again. Once resource rich, following scriptures and they will be blessed with abundance of everything so they don't have to buy anything from outside anymore.
Hoarding is good if other universes want to break supply chain soon.
