Call the police if she or someone in the safe place has not done so already. After she talks to the police, take her home in your car and console her. Spend time with her until she feels better. Watch the movies she likes with her. Only worry about life lessons, like what she did right or wrong, a few days after the shock passes.

If at all possible drop everything and go to pick her up and get her out of there.

The most likely outcome is that the other man did not mean any harm. But

1) Why play with the small chance that he does.
2) Her psychological and emotional safety are just as important as her physical safety. Even if she is exaggerating the sense of danger, that's not necessarily an emotion she can control and I want her to feel safe.
@ViciDraco He meant harm and why would any woman exaggerate that ?
@ViciDraco Why would he be running to chase a stranger if he didn't mean harm?
