If the Dog's Universe wants illegal activities in the Wolf Universe to stop?
Then the best solution is having talks with the Bears again. Renew their system of finance with the bears. Strengthen it's corporate partnership with foreign transactions again.
I know it's a difficult budget, when you have portals established with Cheetoriah. It's not cheap.
I think the best they can do is cut 30% of trade with the Deer's.
That way, nobody is losing profit from black markets. Most that is.
