how mental is someone

that a cat's meow at an inopportune hour would start some kind of twisted neighboring feud where the hearers of the meow start harassing the neighbor who owns the cat that meowed and then get reported and then report the person they are harassing back for doing none of the same. At least it is quiet. Yet if a slight sound is made at night, these people honk their horns outside in retaliation. Which also started when the cat made it's first meow.

What is this world coming to?

I thought meow's were suppose to bring us joy. But either my neighbors really hate cats or this world has just gone mental. What a strange strange time we are living in.
