Clearly they arent asking the most basic question of effective governance?

That question is and should always be are these policies going to make the citizen's(taxpayers) life better. Will this strategy improve the peoples life help them be better off more successful. If the answer to any of these questions is no. Its supposed to b back to the drawing board. Instead given its a "part time" job there isnt time to go back to the drawing board. A paint splatter should be adequate. But wait id have to be there to actually vote. Back to the garbage heap is best.

Politicians are so bound up in what they think their financial backers want, the populace on who's votes they rely don't get a second thought.

They want us all working poor asking nothing from the state just agreeing to vote for them and keep the cycle going.

That way the wealthy few remain so; the politician gets gifts; an expense account; and influence in fields where they can syphon off government funding for non-existant projects or developments pocket the money and then say the project failed when asked to account for the money.
