Why is it for each state we have to take fishing license in US? I have it for Arkansa and should take it for Texas now.

Each state has a separate fishing and game funding. If you want to utilize the natural resources you unfortunately have to pay for maintaining the infrastructure, employees, game wardens and all that.
Why do so many Alaskans come to Texas?
