Each state has a separate fishing and game funding. If you want to utilize the natural resources you unfortunately have to pay for maintaining the infrastructure, employees, game wardens and all that. Why do so many Alaskans come to Texas?
Different regulations and because out of staters shouldn't have the same access to local game as residents do. That's why we charge wayyyy more for out state licenses.
