Why can't we ever have a female president when other states have female governors, female mayors, and female senators?

The answer is actually pretty simple, but most of voters will not like it 
Because it is about who they are as people.
There are enough corrupted voters who would vote for corrupt males over a corrupt female, because they are male.
There aren't enough corrupted voters who would vote for a corrupt female, over gender.
Ultimately it is because most women don't crave power as much as men do, so they don't have blind allegiances as much as men do.
Men in the US are by large more corrupt and would support politicians without hesitation, without empathy, without examining the collateral damage, as long as they believe it will serve them. Women crave safety and are more hesitant to put faith in an unpredictable hypocrite.
Make of that what you will.
