Should Elon Musk be the Head of US Efficiency?

Well to be super-efficient a group that didn't exist should be set-up and called a Department even though it won't be a real Department, but instead a group reporting to an established and real Department. And, instead of having only 1 executive head of the group that is being a called a Department, it should have 2 executive heads who will fight each other for social media views and attention. Furthermore, both executives should call for some unreasonable amount of cost cutting that would be achievable within the self-imposed deadline of 18 months for producing results.
