A Republican president implements policies which will harm the economy in the long run, but which create the temporary appearance of economic recovery. Then, during the term of the next president, usually a Democrat, the harmful policies begin to take full effect, giving the appearance that the Democratic president has ruined the economy. As it is his job to repair the damage, the Democratic president begins implementing policies which will halt the effect the Republican president has had, but as it takes longer than four years to see some of the effects, by then there is a new president in office, usually a Republican. And the cycle continues.
