Trump gets confused while reading his own executive order, and states he never knew that, despite him supposedly knowing what he signed, but he seems to be the most surprised.

Even quizzing his Interior Secretary on the spot, and literally saying “I don’t know what the hell that means.”

Trump is admitting he has no idea what his own executive orders say... so who's actually running the White House?
