I don't think he can on his own. Even if he could and started today, he'd need to find homes for all the returning forces removed from bases controlled by other countries and places for all the equipment (unless he does another Afghanistan-type exit). By the time he's served the 1 year notice to the rest of NATO and planned (I know that is a laughable word in his world), the end of his term will be upon him and the world will for a second time breathe a sigh of relief as they bid good riddance.

Good analysis. Trump does not pay attention to execution details. He behaves like a guy ordering his dinner in a restaurant. He points to what he wants on the menu and the chef whips up what he wants and serve it to him on a platter.
