Yup, that's what happens with Authoritarianism.
There's a big misconception that Fascism is cruel but efficient. Yeah, Mussolini was a mass murderer, but at least he made the trains run on time.
The truth is that Italy and Germany were more efficient before Fascism. When we have Authoritarianism, we have one guy at the top who surrounds himself with yes-men. Cruelty aside, that's just not a good way to run an organization.
