All American refineries from the Canadian border to Louisiana have been modified to accept heavy Canadian crude from the Alberta Tar Sands project in the Canadian mid-west. As such, American refineries can now refine heavy crude oil which is full of Bitumen, which is what is used as road tar.
Any heavy crude coming from Venezuela to the USA is now able to be refined in American refineries which are among the oldest oil refineries in existent on the planet, though now compliant to accept heavy crude.

Yes, the American refineries are running at peak capacity as they always have been, but they were not always able to refine heavy crude like they can do now. The only crude that American refineries could use was 'sweet crude' which comes from Argentina and Iraq and most oil wells found in Canada.
That is precisely why the Keystone Pipeline from Canada to the USA was cancelled and restarted several times because American refineries were NOT able to refine heavy Canadian crude which contains large amounts of sulphur and Bitumen, depending on the Canadian oil wells they were using.
Those American refineries are now upgraded to handle heavy crude.
