Imagine the DOJ brings criminal charges against Chuck Schumer for "obstructing government operations" because of his role in the government shutdown.

Actions that drastic are bound to have consequences. For example, perhaps Republican members of the House and Senate might begin to support impeachment of President Trump. There are other possible consequences.

It's probably easier to fabricate some stuff on Schumer that doesn't involve on the floor activities.

Your right, Trump still needs cover from impeachment, and he really doesn't need to shake it up.

Down the road, if you were really trying to clean house and set up a dictatorship, it might make sense, but I don't think that's what the Trump regime is all about, except maybe for Stephen Miller.

Mostly, I think this is just like all of Trump's business deals, a short term scam that will take in as much as possible before it falls apart.
