Imagine the DOJ brings criminal charges against Chuck Schumer for "obstructing government operations" because of his role in the government shutdown.

Actions that drastic are bound to have consequences. For example, perhaps Republican members of the House and Senate might begin to support impeachment of President Trump. There are other possible consequences.

From Article I, Section 6 of the U.S. Constitution:

"[Members of Congress] shall in all Cases, except Treason, Felony and Breach of the Peace, be privileged from Arrest during their Attendance at the Session of their respective Houses, and in going to and returning from the same; and for any Speech or Debate in either House, they shall not be questioned in any other Place."

I think even the lickspittle Supreme Court conservatives couldn't find a way to let the administration wiggle out of that one.
@LeopoldBloom Trump's DOJ could charge Schumer to intimidate even if it knows a court would throw out the charges. Seems that's what they're doing with Comey and Letitia James. The DOJ has to know there is no case against Comey.
