Who might prevent Trump from attacking Iran – the US Congress or Putin?

From what I gathered Trump can’t attack Iran without the approval of Congress – but I’m sure he figures he doesn't need their approval. But I do think mentally he needs Putin’s approval (sort of like a dictators bro code). So I figure if Putin say's don't attack Iran Trump probably won't. Cheers!

When was the last time congress declared war ?
How many conflicts have we been involved in since ?
If the other presidents didn't get congress approval why would Trump ?
Are you holding Trump to a different set of rules becsuse you don't like him ?
