Who might prevent Trump from attacking Iran – the US Congress or Putin?

From what I gathered Trump can’t attack Iran without the approval of Congress – but I’m sure he figures he doesn't need their approval. But I do think mentally he needs Putin’s approval (sort of like a dictators bro code). So I figure if Putin say's don't attack Iran Trump probably won't. Cheers!

Trump does not need approval of Congress. Do you remember the assassination of Qasem Soleimani in 2020? Do you remember Clinton bombing Serbia? What about Obama bombing Libya? No congressional approval.

@emiliya we are in a different world now, as China’s influence grows, America is in retreat and becoming more isolationist.
