It is an unusually sensible suggestion. However, I'm not sure it is in his gift to offer readmission to major sporting events. Russian teams were being banned and excluded from world sport for rampant doping and cheating well before the Ukraine war started.

@SunshineGirl If it were to happen, and there is a good point about how do they get "squeezed in" we would have every right to insist they were dope tested to hell. Simples. There is a bigger picture here though - the end of hostilities has to be worth more than a level playing field in a sporting event.
