JimboSaturn Yes, he was an asylum-seeker when he crossed the Canada/US border in BC and made his intentions known to that effect with a Canadian Border Guard upon entry. That is how he got into Canada in the first place because he just made that declaration right there at the border.
It doesn't matter that he avoided prosecution in the US, what matters is that his actions in the USA violate Canadian Law which every foreigner is subjected to in principle when they cross the border into Canada.
For example, a DUI charge in Canada is a Federal Offense, whereas a DUI committed in the USA is only a misdemeanor offense.
When an American who's been charged in the USA with a DUI charge even 30 years ago while on college spring break in Ft Lauderdale, but then suddenly comes to Canada today, he /she will be turned away at the Canadian border. This is because under Canadian Law, that American is guilty of a Federal Offense which is called a Capital Offense in Canada, the equivalent terminology being a 'Felony' in the USA and is therefore not permitted entry into Canada.
Donald J. Trump who was recently charged as a Convicted Felon in the USA is therefore not permitted to enter Canada even as President of the USA. That's why Trudeau's team had to go to Mara Largo to convene with Trump because Trump wasn't allowed into Canada because of his Felony conviction.
