Time for Special Counsel Jack Smith to file charges in DC and/or NJ

Given the obvious ineptitude and bias of Cannon, is it time for Jack Smith to file charges re: the classified documents case in DC or NJ?

Or should Jack Smith file for Mandamus before jeopardy attaches?
