Twitter is not censoring him. Indeed, this whole new policy recognizes that they're going to continue not censoring him - they're washing their hands of him.
Up to now, it was always understood that some people get to break Twitter rules as much as they want and get away with it, and the company is simply making it official.
Regarding deciding who can and can't operate in the US - Twitter isn't huawei, or any other multinational, they only operate in the US. Shutting them down would require something quite extraordinary, and represent a very strong divergence from the way we regulate business in this country.
The new conservative SCOTUS would shoot down any kind of social network bill of rights even faster than the old one. Remember what country we're talking about here, and how we like our business climate to work.
