That expression is far from being the core of Einstenian Relativity and neither near to his philosophic views.
The observer thing is a missunderstood side effect on explaining that expanssion haves not a center but that each "point" of space runs away from all others.
Of course that affects observers views...when there ARE ones.
Even so it´s proposed to been working that way for some thousands million years before any observer existed.

@ElRengo all very true... But the point of this question and it's illustration is that realty is different for each observer...
