A woo woo CD being played to me 24/7, I can't sleep through it, because it's a sounds like a broken fridge rather than the usual music it doesn't "sound" like harassment to others in the building.
I've one being played from the flat above and one from the flat below, it's pure torture.

@BittersweetPotato Initially I was told I'm not allowed to have either a machine from the environmental health dept or to record it myself! Because the sound insulation is so poor here we can hear each others conversations and it would infringe my other neighbours right to privacy and would be illegal!
That was 5 years ago, now I think because both the flats above and below me are both harassing me I "might" be allowed recording equipment but there's a waiting list to get a machine and they may still decide it's not "allowed" because of the lack of sound insulation.
This is an alkie/junkie estate because of that he has already been able to get the bloke who used to live in the flat above him done for weed and that guy has been removed from the building because he tried to help and was reporting him but because he got done for weed that nullifies any evidence he's provided.
Part of the problem is I'm surrounded by his friends, the guy next door has been friends with him for over twenty years and he's now got downstairs on his side too so it's just dreadful.
He's not dumb, he turns it down as soon as his next door neighbour is coming or going. Also he had a physical fight with his next door neighbour so any complaints or evidence from him is also null and void.

@AntisocialTroll Don't know what you mean by recording equipment, I thought any recorder would do to support your complaint at the police. I wouldn't think it is illegal/invasion of privacy, you are merely recording noise that is in fact illegal. Are you sure that any complaints by that other neighbor would be void just because they had a fight with the harasser before.. Seems unreasonable.. So if I fight someone, anything I say about them is invalid! Why! Especially when supported by your complaint and possibly other neigbors if any.

@BittersweetPotato They have equipment that continuously records but that doesn't keep the recording unless you hit the button on the machine, it's specialist recording equipment designed for antisocial behaviour. I was told I was not allowed to either have the equipment they use or to record it on anything myself because the lack of sound insulation enables us to literally hear each others conversations it's against the actual laws we have for me to make recordings in my own home because it would infringe on the privacy of others who are not involved, I could be prosecuted for making recordings because it will pick up conversations others are having in their own homes as well as the harassment and that isn't legal.
You don't understand the rules of evidence, because he's had a fight with his next door neighbour any evidence from him is null and void, same with the guy he managed to get removed for weed, because my harasser just "claims" that those of us who are either being harassed by him or have fought with him, are the ones at fault. Bare in mind this man has at least 4 diagnosed mental illnesses to fall back on both as an excuse for his behaviour and to claim we are picking on him because he's mentally unwell.
This man has been evicted at least 3 times for this shite that I'm aware of and has to abandon multiple properties when he gets neighbours he can't manipulate to harass for him but with each eviction he "learns" how to better harass without being caught.
Now I'm in the situation where unless they allow me recording equipment only what they call a "professional witness" will do as evidence against him, so that's either the police or the asbo team and I'm not managing to beat his voyeurism, he watches the street like other people watch their televisions, as he has 2 friends in the building one of them is always watching even when he's not.
Anything I record myself even if it were legal for me to do so he can just claim it's me making the noise myself, hence the need for the specialist recording equipment. It has abilities normal recording equipment doesn't so it can tell if it's me or someone else from another flat making the noise, it's high end stuff, these machines cost about £3000 because they are so sophisticated they can tell the direction the noise is coming from I think.
