Yes, all of that is true. Some loop holes have been closed but others have been opened.
Google is a huge culprit. They do business in just about every country in the world but pay a very very minimal tax rate in those countries.
Some corporations have their tax paid in Ireland where they have a very low corporate tax rate.

US states that want to attract big tech companies to set up research sites in their cities do so by offering tax breaks and rebates to those companies in return for employing thousands of locals.

Big companies can afford to pay tax accountants and lawyers who know how to work the system to their advantage which means it’s all legal, you just have to be able to afford to pay someone to fund out how to do it.
