Should so-called oligarchs have any place in democracies?

Should unelected people have any place in the democratic process of government? In Britain there was a man called Cummings who made the news during the pandemic, and now in America there is the non-American man of the moment who has his own media platform, Elon Musk.

Lobbyest aren't elected, nor are PACs. Why so much pushback when a rich person gives his time and attention, but lobbyist, PACs and rich people stuff politician pockets with billions of $$$ and not a peep from Democrats?
