Should so-called oligarchs have any place in democracies?

Should unelected people have any place in the democratic process of government? In Britain there was a man called Cummings who made the news during the pandemic, and now in America there is the non-American man of the moment who has his own media platform, Elon Musk.

What is an oligarch though? I first heard it in a political science course, as something coined by Aristotle then the media repurposed it to mean these opportunists who seized economic power in Russia. It's difficult to derive a general meaning with just those 2 examples

@ImperialAerosolKidFromEP yes, oligarch isn’t defined as only being enforced through force, as someone suggested, doesn’t even have to be through a government body.
