If like half the nation stopped paying taxes do you think there would be martial law?

Martial law is an interesting concept.

Who exactly would enforce it ?

I mean if half the country doesn't pay taxes, does that mean the half that does would insist on it ?
Effectively paying their own security to monitor them alone ?
