Without the block Black vote, the Democrat party would be an insignificant political party with less than a 35% control of congress. state legislatures and governors.

To hold that command over the Black vote, Democrats believe they have to perpetuate the belief among Black people that they are the victims of racist, non-Black people. To that end, practically everything that Democrats do have a racist component.
