Why shouldn’t the USSR be denounced on the grounds of being a dictatorship?

Any government that throws people in jail for verbally disagreeing with the government is clearly too fragile of a group to represent a world power.

It kinda is but it isn't going to have any impact as diplomatic pressure doesn't work on dictators.
