Very possible. And another good reason to reverse the trade imbalances.

States, cities and counties that best survived the Great Depression had protective economies. Kansas banks had the fewest failures in part because Kansas laws then had restrictions on branch banking and interstate banking. That forced banks to keep their deposits in state, in city and in county where it was loaned out to local consumers and businesses.
