@Jackaloftheazuresand: is it a waste if it becomes and enhancement to the city? and if the replacement monuments become tourist destinations? It actually seems to make a lot of sense from a financial standpoint.

so was the 911 monument a waste of funds? or the African American History museum in Washington? We don't know what kind of roi those will bring?
