What would happen if welfare was run by the state government​ instead of the federal government?

@Wingz1969: At the least, it can't be worse [i]everywhere[/i]. I think it would lead to more progress in effective ways of having welfare systems.

@Invisible: progress would be good. Never know unless attempted.
