@Gangstress: No, not on this scale. They can ask permission from google to get access to the phone if a threat is suspected, for example, but this gives them complete access to everyone all the time.

@Gangstress: Oh, this hasn't happened to me. Read the article. This has nothing to do with anybody asking for details. This is a truly Orwellian nightmare, a complete lack of privacy. Mass public surveillance. Back doors in all your devices so they can rummage about, leaving it vulnerable to hackers.
