Is trump a clever manipulator or an incredible idiot?

I mean all this bullshit he keeps vomiting out: Obama tapped his phones, the news is fake, the polls were biased.
Is it the tactic to distract from his egregious behavior or is it just the infantile flailing of an entitled, narcissistic man-child?

It is nothing more than a distraction.

He is allowing time for the Trump team to deliberately fail to staff, manage, and provide resources for federal agencies so as to sabotage and slowly dismantle them. To make matters worse, the Trump team might be leveraging the controversies regarding its disastrous national security moves to obscure and conceal that slow and steady demolition of the bureaucracy.

Whilst we argue and complain about judges and wire tapping - our democracy is unraveling before our eyes.

Happy days? I think not.
