Aside from the fact that I do suppose it can happen if you have a gun to your head and someone threatened you, how often does that happen though? This is a bizarre justification even if some people were forced, it's highly doubtful all were. I can't imagine for this to even be big enough of a thing.

Durbin was being dishonest, he said charged but the statement he repeated just said engaged. All Patel is saying is that when it comes up in the background that they won't auto disqualify you if it is shown or you can prove it was a victimization situation. I don't get what the need was for this specific rule but it's rather mundane
