The initiative focuses on alleged networks that assist foreign nationals in traveling to the United States on temporary visas while pregnant, with the intent of giving birth on American soil.

Officials say these arrangements are designed to secure automatic citizenship for children, raising concerns about visa misuse and coordinated facilitation schemes.

Rather than treating the issue as isolated cases, federal authorities are targeting what they believe are structured operations involving travel coordination, housing arrangements, and access to medical services.
