By Law? Does Congress have time to make that law that empowers Trump's DOJ storm troopers to swing into action? Knowing Trump, it won't stop him from making the excuse to delay the mid-terms until all the ducks are in a row. This could give him an extra year in the White House. When it come to wrangling a deal, Trump is not averse to think outside the box.
