ICE could use some better tactics.

If the insurrectionist like to follow ICE officers and snap pictures and videos ICE should simply send decoy agents to lure the insurrectionist to chase them, and not speed off. Slow down once beyond the rock throwers so as to encourage the insurrectionist to run faster and try to catch up. Then speed up enough to get them running again, and again. Go around the block with the fast-slow things until they are exhausted. Then lead them to the Mayor's house before finally speeding off to complete their mission of arresting their targets.
