When I was an officer in the Canadian Armed Forces part of our training was about the duty to refuse illegal orders. If you failed to ignore the illegal order you were would to be court marshalled. Just after the FLQ crisis in Quebec where the army went in to put down what was deemed an insurrection where a British diplomat was kidnapped and a Quebec politician was kidnapped and then killed someone asked my Commanding Officer what he would do if the orders came down to stamp out nascent separatism in Alberta. The old man snorted and said "Send the troops back to the barracks such an order would be illegal. When the covid protests were going on in Ottawa the Prime Minister ordered the troops in to put down the protests. The officers sent a very politely worded FU to the PM and the troops stayed out of the protest. The order they received was illegal. Canadians have a right to protest.
