She did clarify the misunderstanding, when she said that the files were "on her desk", she meant they were on her desk, but she did not get a chance to see what's inside, and so she wasn't lying.

@Northwest Well, she said she also had the Martin Luther King, Jr. and John F. Kennedy files on her desk at the same time. Combined, that's well over 10,000 pages. So, it's easy to see how she might have become confused. So yeah, she wasn't lying... exactly.
