@gol979 I see, so you what you mean is he has effectively eviscerated it and merged what remains of it into the State Department, thereby essentially halting all foreign aid and centralizing its control under the Secretary of State, without the legal battle of a full shutdown.

Its very similar to when certain people were losing their minds because he stoped funding bill and melinda gates but just gave billions to GAVI
